In the run up to the privatisation of British Rail the company was split into various parts so it would be easier to sell off in the future. Non-revenue earning parts of the company were split between those which were revenue earning and this included the departmental fleet. Locomotives and wagons were transferred to other parts of the company. During early 1993 INTERCITY, Regional Railways, Network South East and the Railfreight sectors inherited a varied fleet of locomotives and wagons.

INTERCITY identified a need for extra wagons during early 1993 for its Great Western division. A cost effective remedy was to buy second hand from the private sector and convert the wagons to INTERCITYs requirements. CAIB UK Limited had a surplus of wagons and INTERCITY purchased 171 ex Procor two axle PGA hoppers amongst others. These hoppers were to be recoded ZFA-A,  given the fishkind name Gunnel and nicknamed Sallys! Marcroft Engineering Limited, Stoke-on-Trent were given the contract to modify and renumber the wagons.

There were three main types of PGA converted so this created three different lot numbers.
ZF001A ex PG006A Built by Charles Roberts between 1972 and 1975 operated by Foster Yeoman and ARC
ZF001B ex PG006B Built by Standard Wagon between 1973 and 1975 operated by Foster Yeoman and ARC
ZF002A ex PG007B Built by Procor during 1975 used for salt traffic. These wagons are longer than the rest of the wagons converted.
